Chief Lynch has been a trusted police practice expert since 2015. His work has involved in-depth research, drafting, and successful implementation of numerous police policies and procedures.

Since 2020, Chief Lynch has provided expert witness reviews and opinions in Monell claims, civil rights, use of force, and personal injury cases to both plaintiff and defense interested parties; this includes reviewing evidence, analyzing police patterns and practices, providing written expert opinions, and testifying as an expert witness. Chief Lynch's comprehensive force reviews examine officers' actions, decision-making processes, and situational awareness. These advanced investigations emphasize the importance of considering various human factors, the officer's perspective, the rapidly unfolding nature of incidents, and the limitations of video evidence in capturing the full context.

From 2021 to 2023, Chief Lynch provided subject matter expert support to the Illinois Attorney General’s Office.

With a wealth of experience accumulated over his thirty-year career, Chief Lynch is well-versed in providing both deposition and trial testimony. His extensive experience offers a strong and trusted voice in legal proceedings, instilling confidence in his ability to provide reliable testimony.

Throughout his thirty-year career, Chief Lynch has investigated and reviewed hundreds of use-of-force cases. He has served in various roles within law enforcement, including as a police officer, detective, supervisor, commander, inspector, deputy chief, assistant chief, and interim chief of police.

Chief Lynch led the transformation of a city police department plagued with controversy in one of America’s most crime-challenged cities. The mission to earn the trust of the community while reducing crime and making all people feel safe, was successful under his leadership and is recognized as a national model.
